He studied law at the University of Munich, received his degree in 1958, and worked on the faculty until 1966, when he began teaching at the Free University of Berlin. He subsequently joined the German University of Administrative Sciences, of which he served as president from 1971 to 1972. In 1973 he began a political career as State Minister for Culture and Sports in the Baden-Württemberg state government. In 1980 he was elected to the Landtag (legislature) of Baden-Württemberg, and also served as Ministry of the Interior. In 1983, Herzog was elected a Judge of West Germany's Federal Constitutional Court, and from 1987 until 1994 he served as President of the Court. In 1994, Herzog was the Christian Democratic Union candidate for President, and he was elected by the Federal Assembly. He served from July 1994 to June 1999, and his presidency was notable for continued East-West Germany reunification efforts, as well as efforts to acknowledge and apologize for actions during World War II, including the occupation of Poland. After leaving office, he was Chairman of the convention that drafted the charter for the European Union.
