US Congressman. He served in the United States House of Representatives from the 5th District of Maryland from January 3, 1969 to January 3, 1975. He attended Georgetown University and earned both his Bachelors and J.D.. He later earned his Masters from American University in Washington D.C. and did graduate work at both San Francisco State College and the University of Maryland. While in law school, he was a full-time agent with the F.B.I.. After graduating from Georgetown, he went into private practice as a lawyer. In 1966 he ran unsuccessfully, as a Republican, against Democratic Rep. Hervey Machen in the 5th District of Maryland. Two years later he ran again against Machen and was successful. He went on to serve in the House for three terms until 1974 when he decided to make a run for the governorship of Maryland. During his tenure in the House, he was the only Republican to vote for all three articles of impeachment against President Richard Nixon when they were adopted in committee. He went on to lose his race for governor and went back into private practice. He later served as vice-president of the Associated Builders and Contractors trade association from 1977 to 1978. In 1978 he was elected county executive for Prince George's County and served in this post until 1982 when he made an unsuccessful run for the United States Senate. His eldest son Larry Jr. later was elected Governor of Maryland in 2014. He passed away after suffering a stroke.
