Arlin was the second son of Benjamin Lee Carter and Leila Marie Crouse Carter, their first son Floyd Allen Carter, being stillborn in 1916. Arlin is burried on the back side of his mother and fathers grave site in Greenwood Cemetery, Degraff, Ohio.
Arlin married Phyllis Jean Weeks Carter on May 12, 1951 in Bellefontaine, then was sent to Korea to fight in the Korean Conflict. They have three children William Neil Carter (1952), Cynthia Ann Carter and Keith Alan Carter, all of which are still living in the Columbus Ohio area.
