NYS Trooper shot while responding to a domestic violence call in which Nichole Walters-Lum was killed.

Joel graduated from Indian River High School in 1998 where he was active in several sports. He continued his love of playing sports upon entering Jefferson Community College. Joel remained very active in all localized sporting activities throughout his adulthood. Joel married on August 12th, 1999.

Following his education, he went to work at Roe Feeds in Philadelphia. He graduated from the Black River/St. Lawrence Valley Police Academy in 2003. He was a Jefferson County Sheriff for 10 years until attending the New York State Police Academy on November 26, 2012. He graduated from the 199th session of the Basic School on May 29, 2013, and was originally assigned to Troop D, SP Watertown, before receiving his current assignment at SP Philadelphia.

Joel served as the Commissioner of the Evans Mills Youth Baseball League and was active in all youth sports. He was currently an assistant coach with the Indian River Wood Bat Baseball team and was a member of the Evans Mills 500 Club.

He was a member and certified sniper with the Jefferson County Sheriff Department SERT team. He operated the Sheriff Departments boat and ATV and was a field training officer for both the Sheriff and State Police.

He is survived by his wife and three children.
