US Congressman. He served in the United States House of Representatives from the 5th District of Wisconsin from January 3, 1983 to January 3, 1993. He earned his B.A. degree from Haverford College in Pennsylvania in 1957. After two years of working on Wall Street, he became the CARE representative in Yugoslavia. Two years later, he was assigned by CARE to Iran to lead a special feeding program assisting hospitals and schools and direct periodic earthquake relief. He later also worked with the Peace Corps. In 1967, he earned his M.P.A. from Harvard University and 6 years later, his Ph.D. from the University of California, Berkeley. From 1973 to 1976, he served as an associate professor of economics at the University of Wisconsin-Milwaukee. In 1976, he was elected to the Wisconsin State Assembly and served there for two years before being to the Wisconsin State Senate in 1978. He served as a Wisconsin state senator for four years before deciding to run, as a Democrat, for the seat vacated by the retiring Rep. Henry S. Reuss in the United States House of Representatives in 1982. He was successful in the general election in November of that year and went on to serve in the Congress for five terms before stepping down in 1992 to run for the United States Senate. He was not successful in his Senate bid. After leaving Congress, he held various positions including vice-president of the United Nations agency, International Fund for Agricultural Development, college professor, and financial advisor.
