Noel was born in North Dakota the son of Kit Carson Graber (1875-1962) and Iva Mae McKeehan (1879-1950).

In 1934, Noel married Helen Bertina Paulson (1913-2004), the daughter of Carl Paulson (1870-1941) and Josephine Dragge (1879-1945). Together, they had two daughters, Dolores and LaDonna. While his wife was still pregnant with their first child, Noel and Helen left North Dakota for Oregon in October 1935.

While in Oregon, he served in the Oregon National Guard, with his brothers Willard and Gordon. During World War II, Noel served in the Army Air Corps as a maintenance instructor on airplanes, and in the US Army as a Combat Engineer. He saw action in France, Belguim and Germany. He was part of the D-Day Normandy Invasion at Utah Beach and was awarded the Bronze Star.
