Frank was the son of Frank Arthur Grall, Sr. and Verda Sue DuBoise. The was a Master Sergeant and spent his life in civilian and military law enforcement. He served in World War II and in Vietnam. He was also a patrolman on the Oklahoma Highway Patrol and the Tulsa Police Department.
