Orval was born March 4, 1918 in Independence, Missouri, the son of William Logan and Melvina (Baxley) Tietjens. He was a graduate of Brunswick High School and Chillicothe Business College. He was in the United States Army during World War II, serving as a 1st Lieutenant, Supply and Ammunition and Pioneer Officer, in the 320th Infantry Regiment, 35th Infantry Division, 3rd Army. He was a decorated recipient of two Bronze Stars.

On December 7, 1945 he married Lucille Candis Nash in Durham, North Carolina. She preceded him in death on March 28, 2008. Orval was a Claims Adjuster for AAA in St. Louis, Missouri from 1946 to 1948. He and Lucille moved to the Carrollton area and began farming in 1948 until he retired in 1986. He was a member of the First Baptist Church of Carrollton, and the Veterans of Foreign Wars Pence-Lovell-England Post #1773 in Carrollton.
