Rowland was the secretary of the American Peace Association in Boston. He went to Rome to attend the International Peace Congress. While there he became ill, and underwent surgery to remove an abscess. He did not recover and died in Rome. His brother General Charles Henry Howard went to Rome, to accompany Rowland's body back to the United States.
