Billy Frank was born in Walnut Springs, Texas, to Clyde Oran Rhodes and Mary Gertrude Wagner Rhodes, the youngest of five sons. He was raised in Walnut Springs and graduated from Walnut Springs High School where he was an outstanding football player. He attended Sul Ross College in Alpine for one year and later a year at Tarleton in Stephenville. Frank worked for Somervell County for many years as a truck driver and heavy equipment operator. He also worked for a time as a deputy sheriff for Somervell County. He married Ann Huse on June 14, 1985 in Glen Rose. Frank was a father of four and married Ann and gained three more children. He was a member of the Methodist Church.
He was preceded in death by his father, on July 1, 1994; his mother, on Apr. 2, 1998; a brother, Thurman Rhodes; and a sister, Clydene Rhodes.
Survivors include his wife, Ann Rhodes; daughters, Michelle Toman, Tonya Fonseca, Kelly Worley, and Rachel Hayden; sons, Eric Rhodes, Kyle Law, and Keith Law; 19 grandchildren; 3 great-grandchildren; brothers, Johnny Rhodes, Max Rhodes, and Bernard Rhodes; and many other family members and friends.
