U.S. Congressman. He attended Princeton University, he studied law, was admitted to the bar and established a legal practice in Lloyds, Virginia. He was a member of the Virginia State House of Delegates, (1816-17). In 1817, he was elected as a Republican to the Fifteenth, Sixteenth and Seventeenth Congresses, reelected as a Crawford Republican to the Eighteenth Congress and elected as a Jacksonian candidate to the Nineteenth Congress, serving until 1827. Not a candidate for reelection, he practiced law until his death at age 51. Congressman James Mercer Garnett, was his older brother.
