John B. "Jay" Shortt, 61, of 215 E. Second St. died Tuesday at Community General Hospital, Syracuse. Born in Oswego, he graduated from the State University College at Oswego. Mr. Shortt was a captain in the Navy and served during the Vietnam War.He was the first Oswego native to command the Oswego Naval Militia. While in Oswego, he also taught at the Oak Street School in Fulton, before moving to Clifton Park to work in Albany 17 years ago. He worked with the Division of Military Naval Affairs as the deputy commander of the New York Naval Militia where he achieved the rank of rear admiral. Shortt was a Special Warfare Officer. He received dozens of awards and decorations including the Meritorious Service Medal, the Joint Service Commendation Medal, the Navy Commendation Medal with two gold stars, the Air Force Commendation Medal, the Joint Service Achievement Medal, the Combat Action Ribbon and the Presidential Unit Citation with Bronze Star. He returned to Oswego last month. He was a member of the Knights Templar. A son, Kevin, and a brother, Edward, died previously. Surviving are his wife, the former Donna Tyler; his mother, Mary (Dorval) Shortt of Oswego ; a sister, Mary Borte of Oswego; a brother, Peter "Jerry" of Suffolk, Va.; and several nieces and nephews. Services are 8:30 a.m. Saturday at Dain-Cullinan Funeral Home and 9 a.m. in St. Paul's Church. Burial is in St. Peter's Cemetery.
