William J. Kelly was born at home in Camden, New Jersey at 8:52pm, and he was delivered by his Aunt Agnes Kelly who was a nurse. He attended St. Joseph's Grammar School in Camden, NJ and finished in June 12, 1942. He completed only one year at Woodrow Wilson Junior High School in 1943 in Camden. His nickname was Hawkeye because his eyes were very sharp.

He joined the Marine Corps in October 1945 and served until June 11, 1956. At the time of his discharge, he was a Machine Accounting Supervisor (Military Occupational Specialty #4029). He received medals for Good Conduct, American Theatre, World War 2 Victory, and National Defense Service. He was honorably discharged with the rank of Master Sergeant of "A" Company, Headquarters Battalion, HQ, USMC in Washington, DC.

When he was in the Corps, he married Jean Fisher in Camden, NJ on January 1, 1949 and was divorced in Virginia on January 1, 1956. In January 13, 1957, he married Maria Betsabe Mayor in Jauja, Peru. They were married for 52 years and had 4 children (Richard, Kathleen, Patricia and Anna).

Bill worked at several jobs, his first being a grocery sales clerk in Camden, NJ before joining the Corps. He worked in an executive capacity for various companies: Cerro de Pasco Corporation in La Oroya, Peru; JC Penneys in Oakland, CA; Marcona Mining Company in Lima and San Juan, Peru; Iron Ore of Canada in Sept-Iles, Quebec, Canada; United Nuclear Corporation in Albuquerque and Gallup, NM; Mexicana de Cobre in Mexico City and Nacozari, Mexico; and Exxon in Barranquilla, Colombia. During retirement, he worked as a business consultant, a real estate agent, a tax preparer, and a security guard.

After two years of receiving dialysis treatment for his kidneys (2007-2009), he died at home in San Leandro, California at 7:30am. The cause of death was uremia and end-stage renal disease.

He was cremated and buried at the San Joaquin Valley Memorial Cemetery in Santa Nella, California with military honors on May 8, 2009. He was 81 years, 1 month and 3 days old.
