Born about 1660 at Merchant's Hope, only child of Rice Hooe and his wife Susannah. Married three times: first to Mary Dade, second to Ann Howson, and third to Frances Townsend. There were children from each union. Originally buried at Barnesfield in the Hooe family cemetery, reinterred (or at least the grave markers were relocated) to Saint Paul's.

Ca. 1715, He built Barnesfield, a plantation along the Potomac River with a landing called Hooe's Ferry (popular haunt of blockade runners). The plantation was destroyed in 1861 by Federal gun ships. The land was purchased by the government and dedicated as a city recreational park in the 1980's. The Hooe family cemetery was moved to Saint Paul's Episcopal Church.
