Jay W. Stevens lived in Portland, Oregon and Orinda, California. Entered the fire service in Portland, Oregon in 1904. Appointed Portland's first Fire Marshal in 1913. Retired from the Portland Fire Department in 1917, was with the San Francisco Board of Fire Underwriters for 38 years, and was California's first State Fire Marshal. Director of Education for the Institute for Home Fire Safety and Director of Fire Prevention of the International association of Fire Chief.
