Robert Murray was born in Elkridge, Maryland and obtained his medical degree from the University of Pennsylvania. He began his Army career in 1851 as an Assistant Surgeon with the rank of Captain. He was decorated for meritorious service in the Civil War and obtained the rank of Colonel. In 1883, he was commissioned as Surgeon General of the U.S. Army with the rank of Brigadier General. He retired to Elkridge in 1886.
