According to ME marriages records, he married Catherine Calderwood on 16 Jul 1935 in Vinalhaven, Knox, ME. I'm looking for her grave. My guess is that she was buried in the same cemetery, and I've asked for a photo of his gravestone to confirm that. She died in 1993, also in Sun City.
I was surprised to find the grave in WA, but I don't know much about them. I assume that they must have lived in WA before retiring to Sun City.
There is a note on the memorial from Ancestry Daig saying that Catharine (Catherine?) Calderwood was his/her 1st cousin 1x removed. Presumably that person knows more about these folks.

After sending my previous message, I stumbled across more information about his early life. His parents were William Frank (Francis) Garner and Alice Davis. He is with his mother in the 1920 US census record. No 1910 or 1930 record has been found for him. Apparently his parents separated. His mother identifies in the 1920 record as married, but William is not in the record. Alice died in 1922.
