He was born of Polish heritage in New York, New York, and was educated at local public schools before going on to attend and graduate from Columbia University in New York in 1926, and Columbia Law School in New York in 1928. After graduating from university, he was admitted to the bar in 1929 and commenced to practicing law in New York City. He became a lecturer and served in positions at the Practicing Law Institute and Science Institute and as an Assistant United States Attorney for the Southern District of New York. A Democrat, he then entered politics and served New York's 21st District in the United States House of Representatives from 1955 to 1963. He was an unsuccessful candidate for reelection in 1962. After his term in Congress, he resumed his practice of law. He passed away in New York City from an ulcer at the age of 72.
