US Congressman. Born in Plymouth, Massachusetts during the Revolutionary War, as a young man he apprenticed as a blacksmith. However, as a young adult he attended Brown University in Providence, Rhode Island, graduating in 1803. He then read law, and was admitted to the bar assocation in 1806. He first practiced law in Fairhaven, Massachusetts, then moved back to Plymouth, where he established his law practice, and where he resided for the remainder of his life. He became involved in local civics, and served a number of years as a member of the Board of Selectmen for Plymouth. In 1816 he was elected as a Democrat-Republican to represent Massachusetts' 8th Congressional District in the United States House of Representatives, succeeding Congressman William Baylies for the seat. Assuming the position in March 1817, he served through the Fifteenth Congress, and was re-elected to the seat in 1819. However, he resigned on July 26, 1820 after being appointed by President James Monroe as Collector of Customs at Plymouth. During his Congressional tenure he helped push through legislation that gave tax relief to fishermen, which helped to greatly bolster the Massachusetts fishing industry. He served as Plymouth's Collector of Customs until his death in 1828.
