Curtis was born a twin into a family of twelve children. His parents were Joseph and Elizabeth Louisa Phillips Endicott. He was born in Leavenworth County, Kansas. His family later moved across the river into the Missouri area of Platte and Jackson Counties. Curtis worked for the Kansas City Street Department for many years. No one seems to know how he acquired the name of General,as he did not serve in the military. He married Luellen Whitely in 1889 and together they had a son, Frederick born in 1890. He married Rose Sigford in 1893. Mary Jane Patrick in 1903, Charity Ashbald in 1915. Finally he married Arlie Allen in 1932.
